Comments: quick loading, nice features, this one has some nice effects. Second best to irfan but still worth having. Ultimate has changed their policy on freeware however they still give this version away for free (at least as of this writing). Has most of the effects of the ufx. Otherwise this is a nice small graphics program to have in the toolbox.

The thumbnail effects browser is nice, you can see the transformed results all at once.
quick color matcher
I use this quite a bit in web developing. If you need to get a hex code for a color, irfanview has no option. You could use the firefox colorpicker extension, but the more extensions you add the longer it takes for firefox to load and you may introduce security problems. You could use a big program like PSP or photoshop, but this seems like overkill using up your valuable resources. So I use UP, unfortunately UFX doesnt support drag and dropping graphics files from windows explorer. UP does. Drag the file to the menu section of UP, the one that has the file edit options....etc options across the top. then click on the square in the lower right corner of the tool options menu. You will pop up a color wheel box similar to the microsoft standard. You have a text box at the bottom you can cut and paste the hex code. YOu can enter the color as RGB or HSV values, or move a cursor around the color wheel.
desktop features
you export the viewed picture to your wallpaper under desktop, but you can also export to the windows startup screen, the waiting screen or the shutdown screen. Ultimate Paint disables this feature on the free product they offer. but Ultimate Effects (aka, Ultimate FX, UFX) still has it enabled. doesnt seem to work on windows xp.
TWAIN capture
scanners, cameras, etc. file >> select source to point to the correct device, then file >> acquire to get the images.
